Synopsis
The film, after showing some articles from the Declaration of the Rights of Peoples, promulgated in Algiers in 1974, presents Nicolás Maduro at an OAS session held in Panama, responding to attacks from the United States Secretary of State, Ms. Condoleezza Rice.
