Ladislao "Lalo" Parra Bello studied at the Felipe Guamán Poma de Ayala Higher School of Fine Arts in Ayacucho, where he has taught. He is a painter, ceramist, actor, and film director. In his youth, he was a percussionist in musical groups. He has directed and acted in the feature films Uma, Witch's Head (2005) and Cursed Town (2013), and has directed the short films The Archive. Unexpected Acts (2008), Reflections (2008), and Contaminating Urban Crop (2008). He has also acted in the feature films God Takes His Time But Doesn't Forget (1997), God Takes His Time But Doesn't Forget 2 (1999), Innocent Blood (2001), and The Curse of the Jarjachas 2 (2003), all directed by Palito Ortega Matute. Without Feeling (2007), by Jesús Contreras, and Ana María, the Voice of Courage (2014), by Piero Parra Solar. He was the protagonist of the documentary The Other Cinema by the Mercado Central collective. He has been president of the Ayacucho Filmmakers Association; he currently presides over the Peruvian Filmmakers Association. He was the organizer of the 1st Ayacucho Regional Film Festival 2015.
