His first day brings the tragic case of a young policeman who has been killed by a car bomb blast. Bluey is hindered by the boy's father, a retired policeman, who thinks the police aren't doing enough and decides to take on the investigation himself.

Bluey eventually recovers from his wounds, and the Assistant Commissioner laments that 'another Bluey Hills' has sprung up in the police force - in the form of Det. Dawson.
