Kuryu Kohei is a newcomer prosecutor from Aomori of the Tokyo Prosecutor's Office. Upon his transfer, he is immediately put in charge of a corruption case involving a congressman and an underwear theft. His new colleagues do not seem to put their trust in him because of his nonchalant attitude. A rumor seems to be going around the office involving Amamiya, Chief, and Egami.

A judo practitioner, Yasuda, is prosecuted for stabbing and killing an off-duty patrol officer. The president of a loan shark ring, Mr. Otagawa, is then arrested by the chief police after Yasuda admits that he is only following orders to turn himself in.
