A fire breaks out in the town but the councilors have disbanded the fire department. The three of them try and find a way to put the fire out before the mayor has their guts for garters.

The council offices are cleaned out by a thief who also wreaks havoc around town. The boys attempt to get the stuff back after the mayor is robbed as well.
