The Railway Corporation asks ICAC to carry out investigation on their Freight Section because they suspect that their staffs are illegally utilizing the empty railway compartment for smuggling. The freight transportation system will be computerized in one month’s time and all evidence will be destroyed by then. ICAC investigators therefore try to infiltrate into the Freight Section to carry out investigation and the main suspect is the Manager LEUNG CHI KIN. Serious piling problem is found in two of the blocks of a newly established housing estate. ICAC carries out investigation on Housing Department and their contractor CHAN LIK TO. Investigator IRENE discovers that the chief engineers LEUNG TIK WAI and LAI CHI KIT are involved in the case. In order to avoid the building from collapsing, the Housing Department decides to spend huge sum of money to rebuild two blocks.
