Penguin enters Kujira's school and instantly becomes attracted to her due to her likeness to Takenoko, an anime character Penguin watches. Penguin decides to compete against Kujira for school council president, forcing her to wear Takenoko cosplay if she loses. They stay neck and neck through the competition, but a heavy cosplay choice by Penguin in a swimming pool battle causes Kujira to forfeit in order to stop her from drowning.
